Han pasado unos meses desde que terminase el incidente del 'Distrito 13' y, a pesar de las promesas de los políticos, nada ha cambiado: B-13 sigue siendo una zona militarizada y aislada del resto de París. En ella, Leto sigue haciendo de las suyas, ahora intentando acabar con el aislamiento, mientras Damian sigue trabajando en la Policía, dirigiendo un equipo de operaciones especiales. Pero hay gente que tiene planes para el Distrito 13, y las cosas no van a seguir así mucho tiempo...
